How to apply for a private hire or hackney carriage driver’s licence

Advice sessions for all new drivers are now being held twice a month at the Old Town Hall, Blackburn, BB1 7DY.

There is no need to make an appointment; you can just turn up on the day. Please contact the licensing team on 01254 267666 for information on the dates available.

All drivers must have held a full UK/EU licence for a minimum of 12 months. This licence must show your current name and address. An online check of your licence will be carried out whilst you are with us.

A check on any criminal convictions, cautions and other information held about you by the Police (DBS) will be carried out.  Application forms will be completed in these sessions.

You will need to bring the following documents with you:

  • Driving Licence
  • National Insurance Number
  • Passport - proof of entitlement to work in the UK *
  • Proof of address e.g. utility bill / bank statement (less than 3 months old)
  • A fee of £48 for the DBS check

It is essential you attend one of these sessions to start off your application.

*Your Passport is a vital part of identification, which we must see in order to clarify your eligibility to work in the UK.

How do I qualify for a private hire or hackney carriage driver’s licence?

You are expected to have reasonably good communication skills and you must:

  • hold a full UK/EU driving licence (not a provisional or a driving test pass certificate). The licence must be at least 12 months old;
  • pass a Criminal Records Bureau (CRB) check;
  • undertake a practical driving test - www.advancedmotoring.co.uk;
  • undertake a Driver Training Course and pass a Knowledge Test;
  • have knowledge of the licence conditions attached to the appropriate driver and vehicle licences; and
  • obtain a ‘Certificate of Medical Fitness’ from your GP (once you have passed the Knowledge Test, undertaken the Driver Training Course and undertaken the relevant assessments).

Only after successfully meeting the criteria listed above and paying the required fee(s) will you be issued with the appropriate driver’s licence and badge. These are valid for either one year or three years.
