Blackburn with Darwen’s Children's Partnership Board

Blackburn with Darwen’s Children's Partnership Board (CPB) is a sub-group of the Health & Wellbeing Board, leading on the ‘Start Well’ agenda. Our priorities are set out within the Health & Wellbeing Strategy, and are:

  • Ensure an effective, multi-agency Early Help offer provides the right help at the right time
  • Improve children and young people’s emotional health & wellbeing
  • Support families through a consistent approach to parenting skills and support
  • Embed routine enquiries about childhood adversity (REACh) into everyday practice

As part of the work programme review in November 2015, an additional two priority areas were agreed:

  • Local area effectiveness in fulfilling their duties for children and young people with special educational needs and disabilities
  • Emergency hospital admissions, particularly due to respiratory infections

The CPB replaces what was the Children, Young People & Families Trust (CYPFT), and continues to bring together the work of all agencies and partners in Blackburn with Darwen that have a responsibility for, or interest in, improving the outcomes for children, young people and their families locally.

The CPB has a strong relationship with the Local Safeguarding Children’s Board (LSCB) which reflects their important but distinct roles in keeping children safe. The LSCB is not subsumed within the CPB in to enable it to keep both its separate identity and independent voice.

Who we are

The Board comprises of representatives from the following agencies: health, police, probation services, local authority (multiple portfolios) and voluntary sector organisations. It is chaired by Linda Clegg, as Director for Children's Services and Executive Member Cllr Maureen Bateson also sits on the Board.
