2018 Autumn budget announcement

In the 2018 Autumn Budget on the 29th October 2018, the Chancellor of the Exchequer announced a package of business rates measures. These measures are:

  • A one third discount for retail property with a rateable value below £51,000 for two years from 2019-20;
  • Intention to legislate to grant a 100% relief from business rates for all standalone public toilets
  • Extension of the £1500 business rates discounts for local newspapers’ office space in 2019-20

The regulations and exact details of how the additional relief is to be awarded by Local Authorities have not yet been released by the Government.

You do not need to contact us regarding these changes. As soon as details are announced we will take steps to identify all eligible ratepayers and award the reliefs accordingly. The Annual Bills for 2019-20 will detail any relief for which we believe you to be eligible.

Meanwhile, you should pay your instalments as shown on your 2018-19 business rates bill.

What are business rates

National non-domestic rates (NNDR) or business rates are payable in relation to all non-domestic (commercial) properties in order to help fund the cost of local services.

  • Business rates or 'non-domestic rates', as they are sometimes known, are a tax charged on occupation or ownership of property or land.
    The rates are payable for most properties that are not classed as domestic.
  • They are often referred to as 'business rates' because most of the properties that rates are paid for are occupied by businesses.
  • They are payable to Blackburn with Darwen Borough Council, who collect them on behalf of the Government.
  • A bill is sent each financial year and runs from 1st April to 31st March and is calculated using the rateable value of the property and the multiplier for that year.
  • Paying Business Rates is mandatory but there are reliefs and exemptions available to those businesses who are eligible.

You can make a debit or credit card payment through our secure automated payment service by phoning 0300 456 0536 (calls are charged at the local rate) –available 24 hours a day 7 days a week.

This service does not issue a payment receipt but does quote a payment reference number which we would advise you to make a note of so it might be handy for you to have a pen and paper available when you call, as well as your ten digit account reference number.
