The Council works in partnership with residents, visitors and businesses across Blackburn with Darwen in order to help further reduce the risk of them becoming a victim of crime. If you want or need help and support in keeping yourself and or your place of work safe please contact us and we will help in any way we can.

Public space protection orders (PSPOs)

The purpose of Public Space Protection Orders (PSPOs) is designed to stop individuals or groups committing anti-social behaviour in a public place. This can also include the use of alley gates where this type of crime and disorder and anti-social behaviour is related to the use of alleyways.

PSPOs can be issued with or without alley gates. Note: any application for alley gates constitutes an application for a PSPO.

Existing PSPOs

The PSPO will be in place for a period of three years from the commencement date. (A copy is available to be viewed at Council offices).

Alley gates

The Blackburn with Darwen subsidised alley gating programme is now closed. If you would like to explore a private or community funded scheme please refer to the PSPO process information above.

How do I report a fault with an alleygate?

If you experience any problems or faults please ring 01254 265163 quoting the gate reference number starting with AG.

How do I request a key for an alleygate scheme?

If you have an alleygate scheme adjoining or adjacent to your property you may be entitled to a key.  Please contact the Community Safety Team on 01254 545260.

Managing offenders

Managing both high risk and repeat offenders is a primary focus of the Council and its partners. We use intensive tools and powers, advanced technology alongside appropriate support programs to break the cycle of offending and provide a rapid response in cases where the risk of offending escalates.

The Revolution Project as one example is a partnership between the council, police, probation and health and housing professionals we use to manage repeat offenders in Blackburn with Darwen providing an intense support and management programme to break the cycle of offending

Tackling anti social behaviour

What is anti-social behaviour?

Anti-social behaviour is the common term used to describe incidents or actions that affect the quality of life of people in a community.

It can be any behaviour which causes 'alarm, harassment or distress to one or more persons not of the same household' and can include:

  • Nuisance neighbours;
  • Vandalism;
  • Graffiti;
  • Intimidation;
  • Drinking on the street;
  • Litter and fly-tipping;
  • Off road motorbike nuisance;
  • Abandoned vehicles.

How are we tackling anti-social behaviour?

Anti-Social Behaviour is a high priority for the council and its partners. We focus on three primary themes: protecting the vulnerable, tackling perpetrators of anti-social behaviour, and hate crime prevention. This works in tandem with the council and its partner's prevention work with children and young people and our neighbourhood services.

What can be done about it?

There are many tools and powers available to help us tackle anti-social behaviour which includes both support services for those in need of help and enforcement for those whose behaviour is persistently negatively affecting our communities. These include Parenting Contracts and Orders, Acceptable Behaviour Contracts, Anti-Social Behaviour Orders and Tenancy Enforcement.

However, there is a lot we can do if we know about a problem early enough that often doesn't involve legal action. This can include supporting people to be responsible tenants, providing positive activities for young people, and parenting support programs.

CCTV

Blackburn with Darwen operates a public space CCTV system with both fixed and mobile wireless CCTV cameras located throughout the borough. We also operate automatic number plate registration (ANPR) cameras on behalf of the police and provide private CCTV coverage to the Greenbank and Furthergate Business Improvement Districts.

Creating Safer Neighbourhoods

Shared neighbourhood teams

Shared neighbourhood teams are made up of dedicated police and council staff who work together to tackle issues local people care about the most. The teams are based in community facilities and bring the neighbourhood police closer to their areas.

The Council Neighbourhood teams based in the communities consist of Community Connectors and a Neighbourhood Manager. The Policing team consists of a Police sergeant, and a team of Police Officers and PCSOs.

The shared neighbourhood teams are split in to ward areas covering the whole of the borough. These areas are:
