Draft Blackburn Town Centre supplementary planning document (SPD)

The Council has prepared a draft Blackburn Town Centre Supplementary Planning Document (SPD) for public consultation. This is principally being produced to aid delivery of the Council’s Town Centre Vision and to provide guidance on the implementation of relevant policies set out within the Local Plan. The SPD:

  • Provides a summary of how the town centre functions at the present time;
  • Sets out a vision for Blackburn town centre and identifies a number of strategic objectives to help deliver the vision;
  • Identifies a number of priority interventions to help deliver the vision: improving connectivity, improving the public realm, enhancing town centre gateways and encouraging high quality development in the town centre; and
  • Identifies a number of investment areas within the town centre and provides additional details on these sites.

In accordance with planning regulations, the Council is consulting stakeholders on the draft SPD and inviting any comments on the document.

How to get involved

The consultation period runs for six weeks and concludes on Monday, 16th April 2018. Responses can be made:-

  • In writing and posted to the Growth Team, Blackburn with Darwen Borough Council, First Floor, One Cathedral Square, Blackburn, BB1 1EZ; or
  • Via email to forwardplanning@blackburn.gov.uk marked Blackburn Town Centre Supplementary Planning Document.

The draft SPD can also be viewed at Blackburn Town Hall, King William Street, Blackburn, BB1 7DY and Blackburn Central Library during normal working hours: 9am-5pm Monday-Friday.
