Notice of marriage or civil partnership customer information

If both parties are a British, EEA or Swiss national the parties are required to give notice of Marriage or Civil Partnership in the Registration District where they live. If one or both parties are a non-EEA national the parties are required to attend together at a Designated Register Office to give notice of Marriage or Civil Partnership - Blackburn with Darwen Register Office is a Designated Register Office.

 *British, EEA or Swiss national the following evidence is required:-

  • name and surname
  • date of birth
  • nationality
  • marital condition
  • place of residence

*Non-EEA national with evidence of: right of abode, diplomat/military, indefinite leave to remain/indefinite leave to enter or residence permit the following evidence is required:-

  • name and surname
  • date of birth
  • nationality
  • marital condition
  • place of residence
  • immigration documentation – where appropriate

*Non-EEA national with evidence of: visa/entry clearance as a fiancé/fiancée or marriage visitor the following evidence is required:

  • name and surname
  • date of birth
  • nationality
  • marital condition
  • place of residence
  • immigration documentation – where appropriate
  • **passport style/size photograph

*For all other non-EEA nationals the following evidence is required:

  • name and surname
  • date of birth
  • nationality
  • marital condition
  • place of residence
  • immigration documentation – where appropriate
  • **passport style/size photograph
  • details of usual address – if this is different to place of residence
  • UK contact details – where usual address is outside UK
  • statement detailing alias(es)

** Photographs

Where there is a requirement both parties will need to provide a photograph

Every photograph must be a United Kingdom passport style and size which:

  • clearly shows the face of the party, who must;
  • have a neutral expression; and
  • not be wearing any head covering (other than for religious or medical reasons)
  • shows only the party and no other person or object;
  • is unmarked, unaltered and without tears or creases, and
  • was taken recently and shows a current likeness of the individual

Interpreter

If one or both parties do not speak fluent English a third party interpreter is required to attend the notice interview with the couple. This interpreter must be provided by the couple.

Referral to the Home Office

Since the 2 March 2015 Registration officials are now required to refer to the Home Office all proposed Marriages and Civil Partnerships where either or both of the parties are not exempt.

To be exempt from referral you must be a British citizen; a European Economic Area (EEA) or Swiss national; or a non-EEA national who has provided the registration official with the required evidence of an EU right of permanent residence in the UK, of exemption from immigration control or settled status in the UK, or of a valid marriage or civil partnership visa.

Waiting period

Once formal notice has taken place you must wait 28 clear days before you register your Marriage or civil partnership. In certain circumstances for non-EEA nationals this waiting period may be extended to 70 days on the instruction of the Home Office

Date of expiry

A notice of Marriage or Civil Partnership is valid for 12 months from the date of the notice

When giving Notice of Marriage or Civil Partnership it is important that the venue for your ceremony is correctly stated. Failure to do so may result in having to give fresh notice which will incur additional costs and waiting period.

Please ensure that all the correct documentation/evidence/fees are provided to the registration officer at the notice interview as failure to do so may lead to the notice not being taken.
