Safety at Sports Grounds

The Health and Safety Section of Environmental Health is responsible for enforcing the legislation on safety of sports grounds. The purpose of this legislation is to ensure safety of spectators at sporting venues.

football stadiumBlackburn Rovers Football and Athletic Club is the only designated sports ground within the borough of Blackburn with Darwen as it has a regulated stand. A regulated stand is defined as one which provides covered viewing accommodation for more than 500 spectators.

Blackburn with Darwen Borough Council issue a General Safety Certificate for Blackburn Rovers Football and Athletic Club under the provisions of the Safety of Sports Grounds Act 1975. This safety certificate sets the permitted capacity for the sports ground together with the detailed terms and conditions with which the ground management must comply in order to operate the sports ground at its permitted capacity.
