Supplementary Planning Documents (SPDs) and Supplementary Planning Guidance notes (SPGs) and related studies

These documents expand upon or provide further detail to higher level policy documents such as the Core Strategy and the Saved Local Plan. They can take the form of design guides, area development briefs, a master plan or issue-based document and are used as a 'material' consideration when making decisions on planning applications.

Blackburn Town Centre supplementary planning document

The Council is preparing a Blackburn Town Centre Supplementary Planning Document (SPD). This is principally being produced to aid delivery of the Council’s Town Centre Vision and to provide guidance on the implementation of relevant policies set out within the Local Plan. It is intended that the SPD will focus on the following areas:

  • A Vision for the Town Centre
  • Blackburn Town Centre- existing offer and usage
  • Existing customer usage and predicated changes
  • Ways in which the Vision can be achieved
  • Specific Sites for development/improvement.”
